STAR Award (Special Thanks And Recognition)

Purpose

The purpose of this program is to recognize and appreciate City Employees. The People Development Committee strives to reward employees for going above and beyond their assigned or every day duties. The expectation is that the program will increase morale and overall productivity.

Eligibility

All full-time, part-time, and seasonal employees are eligible to be recognized through the program. Independent contractors and volunteers are not eligible for this program.

Recognition Criteria & Amounts

All employees are encouraged to nominate other employees if they recognize them going above and beyond their daily tasks, routines, or assignments. Nomination forms should be returned to supervisors, who will turn them in to the Mayor’s Office. The nominations will be reviewed and individually discussed by the People Development Committee to determine which nominations reflect an employee going above and beyond.

Up to three employees will be chosen each quarter for formal recognition. Those chosen will receive Chamber Bucks ($20) and will be featured in the Wavelength newsletter. All nominations (even those not chosen to be formally recognized) will be sent to the appropriate Department Head, so employees not chosen can be recognized informally, and to Human Resources, for placement in the employee’s personnel files.

Disbursement of Award

The Mayor’s office will distribute the awards and manage the budget for this program.

Spot Award

Purpose

The purpose of the Spot Award Program is for the City of Manitowoc to promote productivity and to provide immediate and visible recognition of employee contributions.

Eligibility

All full- and part-time employees are eligible to receive spot awards. Independent contractors and temporary employees, whether contracted by the City or through an agency, are not eligible to receive an award.

Award criteria

The Spot Award is to be used to recognize employee contributions that have exceeded expectations for exceptional performance. The employee contribution must be for an action or accomplishment that is beyond the scope of the employee’s regular day-to-day activities and assignments. For example, the award could be for an employee who uses initiative and creativity to solve a challenging problem. It could also be for a one-time exceptional achievement that might not be otherwise noticed, such as volunteering for extra assignments during critical times while fulfilling all of the employee’s ongoing work duties.

The Spot Award should be tied to a discrete action rather than awarded for a situation of consistently exceptional performance. The latter situation should be addressed in the employee’s performance review. The award should be presented to the employee within 24 to 48 hours of the achievement.

Award amount

The Spot Award will be in the amount of $5.00 Chamber Bucks. Any awards more than $5.00 must be approved prior to administering (see guidelines below). All awards above $25 are considered taxable income and will be reflected on the employee’s income earning statements.

Spot Award Recommendations 

The City of Manitowoc managers, department heads, and Mayor have authority to recommend spot awards for employees. Employees may nominate a co-worker by informing their manager, who can approve the recommendation and award. Please e-mail the HR Director a brief explanation when a spot award is given to an employee for the purpose of tracking, auditing, and filing in the employee’s personnel file.

Any Spot Award recommendation above $5.00 must be made by the employee’s immediate supervisor, who must submit the recommendation to the Department Head and the Human Resources Director for discussion and processing.
