The Common Council for the City of Manitowoc, has updated the City's Comprehensive Plan on December 21, 2009, bringing the plan into compliance with the State of Wisconsin's Comprehensive Planning Law; more commonly known as the Smart Growth law. The Plan develops a "blueprint" for the future growth, development, and preservation of the City, establishes a vision for downtown and the Manitowoc River corridor, explores new development opportunities for the Expo Grounds property, and assesses the ability of the City's development codes to implement the Plan. In addition to the Comprehensive Plan update a number of special area studies were written. Special area studies included; Manitowoc River Corridor and Downtown Plan, Expo Ground Study & Market Analysis, Development Codes - Analysis and Recommendations, Sustainable Community and Baby Boom Demographics Analysis.
