In 1980, the City of Manitowoc formed a committee to assist the Manitowoc Police Department in the fight against crime. This committee that began with 14 members was responsible for the start of what became known as the Manitowoc Crime Prevention Program.

The purpose of the current 23 crime prevention members is to work with the community in the field of crime prevention, assist all law enforcement agencies in the accomplishment of their duties and cooperate with all community organizations in crime prevention efforts.  Since 1980, thirteen programs have been established.  Programs that are currently in effect include:
  • Neighborhood Watch
  • Crime Stoppers
  • D.A.R.E. (Drug Abuse Resistance Education)
  • School Resource Officer Program
  • Fleetwatch
  • Retail and Financial Crime Prevention Task Force
  • TRIAD
  • Pharmacy Crime Prevention Task Force
  • McGruff House Program
  • Project Youth
  • Child Fingerprinting
  • National Night Out

The Manitowoc Police Department's Crime Prevention Program's mission is to be a leader in helping Manitowoc residents keep themselves, their families, and their neighborhoods safe from crime.
