City of Manitowoc Property Inspections to Begin February 2025 for a Revaluation Assessment 

City of Manitowoc, WI — To establish current market value and help ensure fair and equitable property tax distribution, the City of Manitowoc has hired Associated Appraisal Consultants, Inc. (AAC) to perform a Revaluation Assessment of property values for our entire community.

External property inspections will begin February 3, 2025 Property owners will receive written notice from AAC before they visit the properties and property owners don’t have to be present for the inspection. AAC will leave a green tag on the main door to indicate they have inspected the property, which may include taking measurements, noting the property’s condition, etc. In some cases, the green tag may ask the property owner to contact them if they have additional questions. 

What Is a Revaluation and Why Is It Needed?

State law requires each municipality to assess all major classes of property within 10% of full value in the same year, at least once in a five-year period. If not, the Department of Revenue will take responsibility for the revaluation requiring more time and resources at a higher cost for the community.

Property Owner Rights Related to Inspections and Follow-up

Property owners don’t have to speak with assessors or allow them onto or into properties, but it’s usually to the property owner’s advantage to ensure the most complete assessment. Talking with assessors when requested and allowing them to view the property will ensure that they are using current and complete information when making a valuation.

Safety is a concern taken seriously. If you’re concerned about safety during an inspection, please know that AAC takes several precautions before entering your home.

  • As noted above, AAC sends a written notice to property owners of an interior inspection.  
  • The AAC logo is clearly shown on their vehicles, the apparel their team wears and their name tags. 
  • AAC team members will identify themselves as working on assessments for the City of Manitowoc when they arrive at the properties. They will also carry written identification from us.  

Assessment Notices Sent to All Property Owners

Assessment notices will be sent to all property owners in September even if your assessment doesn’t change. Property owners can ask questions and appeal an assessment change at Open Book and Board of Review meetings. Those will be scheduled later September and October.
